Can You Apply to Chinese Universities as an International Student? Nationality Rules for 2027

A foreign passport is an important application document, but it may not be enough to establish eligibility for the international undergraduate route in mainland China. This is especially relevant to students with a Chinese parent, students who previously held Chinese nationality and families whose child has lived or studied in China.

These questions should be resolved before a family builds a university list around international admission. Academic results, English proficiency and admissions tests come later in the decision: first establish whether the student can use the route at all. The rules concern nationality and documented circumstances, rather than whether someone identifies culturally as Chinese.

Nationality, overseas residence and school curriculum are different things

An IB Diploma or A-level certificate does not establish foreign nationality. Nor does permanent residence in another country necessarily mean that the student is a citizen of that country. Tsinghua's international undergraduate FAQ, for example, says that a Chinese citizen with foreign permanent residence is not eligible for its international undergraduate programme.

Parents' circumstances can also matter. Article 5 of China's Nationality Law addresses children born abroad to Chinese parentage, including an exception involving the relevant parent's or parents' settlement abroad and the child's acquisition of foreign nationality at birth. Birthplace or a foreign passport should not be used on its own to decide whether that exception applies.

Where nationality is uncertain, explain the circumstances accurately to the university and ask what official confirmation is needed. Do not select an application category simply because it appears more convenient. A family can prepare supporting records, but should not rely on an admissions article to determine a disputed nationality status.

What is the four-year nationality and two-year residence rule?

The Ministry of Education's Document No. 12 of 2020, effective from 2021, sets additional undergraduate eligibility conditions for specified groups. These include certain foreign nationals with Chinese parentage who acquired foreign nationality at birth, and people from mainland China, Hong Kong, Macao or Taiwan who emigrated and acquired foreign nationality.

For the groups covered, the notice requires at least four years of valid foreign passport or nationality documentation and at least two years of actual overseas residence within the relevant recent four years, ending before 30 April of the enrolment year. It allows nine months' actual overseas residence in a year to count as one year, based on entry and exit records. Universities may add requirements.

This is not a rule to apply indiscriminately to every foreign applicant. First identify whether the student falls within a covered category; then use the university's intake-specific instructions to establish the period and evidence required. Meeting an academic minimum does not waive an identity requirement.

Tsinghua's nationality-status eligibility instructions for 2027 address former Chinese citizens who acquired foreign nationality and the specified category of foreign-born applicants with Chinese parents who were already permanently resident abroad when the applicant was born.

The document uses 30 April of the enrolment year as the endpoint and defines a year-cycle from 1 May to 30 April. For 2027 entry, the resulting recent four-year window is 1 May 2023 to 30 April 2027. This date range is calculated from Tsinghua's published definition; it should not be replaced with the four years before you submit the application.

That distinction matters for students applying in autumn 2026. The application date and the residence-window endpoint are different. Prepare a dated travel history and ask how the university wants evidence of a period that has not finished at submission. Avoid counting school years, calendar years or the number of years since the passport was renewed as if they were interchangeable.

Does renewing a passport restart the four-year period?

Tsinghua's 2027 nationality-document instructions distinguish the history of nationality from the most recent passport. If a passport was renewed within the relevant period, the university asks for all passports held during it or corresponding supporting materials.

For a student whose current passport was issued recently, an earlier passport or official nationality record may therefore be important. The date printed in the newest passport does not give the full history by itself. Equally, an old passport does not settle every other eligibility condition: residence and nationality status still need to be addressed.

We recommend locating old passports and nationality documents before application season. If a document has been lost, ask the issuing authority and the university which replacement evidence is acceptable. Do not assume that a handwritten explanation will serve the same purpose as an official record.

Which family documents might you need?

The required evidence depends on the applicant's circumstances. Tsinghua's document lists include birth records, nationality evidence, entry and exit records, and evidence of the relevant Chinese parent's or parents' foreign permanent residence at the time of birth. For former Chinese citizens, it also specifies documents concerning loss of Chinese nationality and household registration, with different arrangements depending on registration history.

SJTU Global College's 2027 application requirements independently ask for parents' nationality evidence. They set out additional documents where a parent is Chinese, including evidence of permanent residence abroad at the applicant's birth or relevant renunciation documentation. Previous use of a Chinese Travel Document or Exit and Entry Permit is also addressed.

The practical point is to keep the child's history and the parents' history together. A parent's permanent residence acquired after the child's birth is not evidence of permanent residence at the time of birth. Tell the university about the actual sequence, including any former citizenship or Chinese travel documents, rather than sending only the documents that appear to support eligibility.

Prepare a timeline the university can assess

Begin with the applicant's place and date of birth, the nationality held at birth, any later nationality changes and any former Chinese documents. Add the relevant parents' nationality and settlement history. Then prepare the applicant's physical residence and travel dates for the period requested by the university. This is a preparation method, not a substitute for its official forms.

Match each important date with evidence: a birth certificate, citizenship certificate, old passport, permanent-residence record or official movement record, as appropriate. Check that names, dates of birth and document numbers are consistent, and explain genuine differences such as a change of name. Supply translations or certifications in the form the institution requests.

If you need clarification, make the question specific: “For your 2027 international undergraduate route, which category applies to these facts, and which documents do you require?” Include a concise chronology through the university's official enquiry channel. Keep its response so that you can follow the same instructions when completing the application.

Eligibility for one university does not settle every application

Tsinghua's 2027 eligibility page requires both compliance with the national notice and its own nationality instructions. Another university may request a different form or further evidence. Read the current rules for each institution instead of treating one admissions office's response as a blanket approval across China.

Once the identity route is established, assess the degree itself. Teaching language, school-subject requirements, interviews and any CSCA requirement remain separate. Meridian's English-taught degree directory can help identify programmes to investigate; our CSCA university resource provides a starting point for test research. Verify the named programme and intake before acting on either.

An English-taught course does not remove nationality checks. A Chinese-language background does not, by itself, prevent a foreign national from applying. Keep the identity assessment separate from the language and academic assessment so that each is answered using the right evidence.

Resolve the route before committing to the application

For families with a complex nationality history, the useful first step is a document review and an enquiry to the intended university. That can prevent substantial effort being spent on a route the student cannot use, or identify missing records while there is still time to obtain them.

Where nationality needs an official determination, that confirmation must come from the competent authority.
